PICC P&C Issues Hong Kong's Inaugural US$12 Million ILS 'Sidecar' for Offshore Windfarm Risks

PICC P&C issued Hong Kong's inaugural US$12 million insurance-linked securities 'sidecar' to provide quota share reinsurance protection for mainland Chinese offshore windfarm insurance.

What Changed

  • PICC P&C launched Hong Kong's first US$12 million ILS sidecar covering offshore windfarm property insurance on the Chinese Mainland.
  • Hong Kong's cumulative ILS issuance reached approximately HK$6.3 billion across seven catastrophe bonds and one sidecar since 2021.
  • Hong Kong SAR announced plans to review ILS investor restrictions and explore legislative amendments to introduce a protected cell company structure.

The Financial Services and the Treasury Bureau (FSTB) of Hong Kong SAR welcomed the inaugural issuance of an insurance-linked securities (ILS) "sidecar" by PICC Property and Casualty Company Limited (PICC P&C). The issuance, valued at US$12 million (equivalent to about HK$94 million), provides quota share reinsurance protection for offshore windfarm property insurance businesses on the Chinese Mainland.

This transaction marks the first sidecar structure issued in Hong Kong following the establishment of the bespoke regulatory regime for ILS and the launch of the pilot grant scheme in 2021. To date, Hong Kong has hosted seven catastrophe bonds and one sidecar issuance, reaching a total issuance amount of approximately HK$6.3 billion.

The issuance aligns with broader strategic initiatives, including mainland China's National 15th Five-Year Plan and Hong Kong's First Five-Year Plan published in September 2026. Furthermore, in September 2025, the National Financial Regulatory Administration issued the "Notification on the Issuance of Insurance-linked Securities on Hong Kong Market by Domestic Chinese Insurers", which supports interested Mainland insurers in issuing sidecar ILS in Hong Kong to diversify risk dispersion channels.

Looking ahead, Secretary for Financial Services and the Treasury Mr Christopher Hui stated that, as announced in the 2026 Policy Address, the Hong Kong SAR Government will work with the Insurance Authority to review investor restrictions to invigorate the ILS fund trading market. Additionally, authorities plan to explore legislative amendments to introduce a "protected cell company" (PCC) structure to help reduce ILS issuance costs and attract more entities to manage regional and catastrophe risks from Hong Kong.

For institutional investors, mainland insurers, and cross-border risk managers, this milestone demonstrates Hong Kong's strategic capacity to combine reinsurance and capital market tools to cover specialty and catastrophe risks.

Who May Be Affected

Mainland Chinese property insurers, institutional ILS investors, reinsurance brokers, and offshore renewable energy developers.

Cross-Border Context

Connects mainland Chinese specialty risks (offshore windfarms) with international alternative capital via Hong Kong's ILS regime, backed by policies from mainland China's National Financial Regulatory Administration.

What to check next
