NPCSC Solicits Public Comments on Five Draft Laws Governing Finance, Tax, Renewable Energy, Criminal Procedure, and State Assets

China's Standing Committee of the National People's Congress opened a public consultation period through December 5, 2026, for five major draft bills.

What Changed

  • The NPCSC released five draft legislative bills for public review, including the State-Owned Assets Law (Draft #2), Finance Law (Draft #2), Criminal Procedure Law (Draft Amendment), Renewable Energy Law (Draft Revision), and Tax Collection Administration Law (Draft Revision).
  • Public feedback can be submitted online or by mail to the NPCSC Legislative Affairs Commission until December 5, 2026.
  • Official draft texts and compiled explanatory materials are published in Chinese, accompanied by comparison charts for three of the five bills.

The Standing Committee of the National People’s Congress (NPCSC), the national legislature of mainland China, is currently soliciting public feedback on five major legislative bills. Members of the public, businesses, legal professionals, and institutions may submit their comments on these draft measures through December 5, 2026.

The five draft bills released for public consultation are:

1. State-Owned Assets Law (Draft #2) [国有资产法草案二次审议稿]

2. Finance Law (Draft #2) [金融法草案二次审议稿]

3. Criminal Procedure Law (Draft Amendment) [刑事诉讼法修正草案]

4. Renewable Energy Law (Draft Revision) [可再生能源法修订草案]

5. Tax Collection Administration Law (Draft Revision) [税收征收管理法修订草案]

The legislative consultation includes draft texts and compiled explanatory documents provided in Chinese. In addition, comparison charts are available for the draft amendment to the Criminal Procedure Law, the draft revision to the Renewable Energy Law, and the draft revision to the Tax Collection Administration Law.

Submissions can be completed online via the legislature's official portal or sent by post to the Legislative Affairs Commission of the NPCSC (全国人大常委会法制工作委员会), located at 1 West Qianmen Avenue, Xicheng District, Beijing 100805 (北京市西城区前门西大街1号 邮编: 100805). Postal submissions must clearly display the Chinese title of the relevant draft followed by the characters for public comment (“征求意见”) on the envelope.

This consultation process offers an opportunity for affected market entities, legal specialists, financial organizations, taxpayers, and energy sector stakeholders to review proposed statutory adjustments in mainland China. Because the bills address fundamental sectors—including criminal justice procedures, financial market regulation, tax compliance and collection, state asset management, and renewable energy development—parties with commercial, compliance, or professional engagements in mainland China should carefully monitor these legislative drafts as they progress through the national legislative process.

Who May Be Affected

Individuals, foreign and domestic businesses, legal practitioners, financial institutions, taxpayers, and energy sector companies operating in or engaged with mainland China.

Cross-Border Context

Multinational corporations, investors, and foreign entities operating in mainland China or interacting with Chinese financial, tax, and energy legal frameworks need to monitor potential statutory developments.

What to check next

  • Official Chinese draft texts and explanatory documents issued by the NPCSC Legislative Affairs Commission.
  • Future availability of official or translated English texts for each draft bill.
