- Expansion of the Port Community System to nearly 10,000 subscribers and integration with the HKMA CargoX Project for trade finance credit assessment across 20+ use cases.
- Deployment of the Future Innovative Logistics Acceleration Scheme (FILAS) launched in June 2026, offering subsidies for pre-approved AI logistics tools.
- Initiation of the review and renewal process for Hong Kong's three-year ESG Development Roadmap for the logistics sector ahead of its expiration next year.
On November 6, 2026, the Secretary for Transport and Logistics of Hong Kong, Ms Mable Chan, delivered the opening address at the GS1 Hong Kong Summit 2026. The speech detailed government policy initiatives designed to support the transport and logistics industry in adapting to digitalisation, artificial intelligence (AI), and environmental, social, and governance (ESG) compliance requirements.
Addressing logistics trade representatives, small and medium enterprises (SMEs), and international guests, Ms Chan introduced the 'C-A-R' framework:
1. Connectivity ('C'): The Hong Kong Government launched the Port Community System (PCS) to provide real-time cargo tracking across sea, land, and air, alongside value-added services like One-Data-Multiple-Declarations. The PCS has reached nearly 10,000 corporate subscribers. Through the CargoX Project in collaboration with the Hong Kong Monetary Authority (HKMA), PCS cargo tracking data is currently utilized across more than 20 use cases to support credit assessments for trade finance.
2. AI Development ('A'): To help logistics SMEs lower costs and optimize operations, the government launched the Future Innovative Logistics Acceleration Scheme (FILAS) in June 2026. FILAS provides subsidies for SMEs adopting pre-approved innovative IT tools. Three AI-based solutions have been pre-approved for applications such as shipping route optimization and carbon emission calculations.
3. Roadmap for ESG Development ('R'): Launched in June 2025, Hong Kong's three-year ESG Roadmap equips logistics SMEs with skills to collect and report ESG data through a three-stage framework. The initiative helps businesses navigate international regulatory requirements, including European Union emission disclosure rules and the Digital Product Passport. With mainland China expected to announce national ESG disclosure standards next year (targeting mandatory coverage for all company sizes by 2030), Hong Kong is reviewing and preparing to renew its Roadmap ahead of its expiry next year.
The government stated it will monitor FILAS adoption trends to assess potential expansion, while continuing to develop the PCS into a broader trade data platform.
