Property owners, financial institutions, legal professionals, and real estate practitioners operating in Hong Kong SAR face significant operational and legal shifts as the Land Registry (LR) prepares to transition from the deeds registration system to a Title Registration System (TRS). On October 28, 2026, the Land Registry released the Land Registry Trading Fund (LRTF) Annual Report 2025/26, detailing both financial performance and regulatory progress.
According to Land Registrar Mr Bruno Luk, the LRTF recorded an 11.1 per cent revenue increase to $443.7 million and a 580.8 per cent profit increase (including interest income) to $71.4 million in 2025/26. The overall financial return on fixed assets rose to positive 3.7 per cent, compared to -12.3 per cent in 2024/25. Financial improvements were primarily driven by higher document registration volumes, cost discipline, and fee revisions implemented in July 2025.
On the regulatory front, key preparatory steps are underway for implementing the TRS for new land in the first half of 2027. Following the Legislative Council's (LegCo) passage of the Registration of Titles and Land (Miscellaneous Amendments) Bill 2025 in September 2025, the Government tabled relevant subsidiary legislation at LegCo on October 21, 2026. Public and industry publicity activities are currently being planned.
Regarding existing land, the LR is conducting internal sample screening and an artificial intelligence (AI) proof-of-concept study across the existing three million land registers to evaluate title issues and formulate conversion proposals. Preliminary findings were shared with LegCo’s Panel on Development in July 2026. The LR plans to discuss conversion proposals with stakeholders after establishing the TRS for new land.
Technologically, the LR expanded application programming interface (API) capabilities for the Owner's Properties Information Check service in January 2026 in collaboration with the Hong Kong Monetary Authority and Digital Policy Office. It is also developing a new e-lodgement system for online registrations under the TRS, set for implementation in 2027.
