Hong Kong Chief Executive in Council Approves Draft Mai Po and Fairview Park Outline Zoning Plan

The Chief Executive in Council approved the draft Mai Po and Fairview Park Outline Zoning Plan No. S/YL-MP/10.

Property developers, planning professionals, community organisations, and residents in Hong Kong SAR are affected by the approval of the draft Mai Po and Fairview Park Outline Zoning Plan (OZP) No. S/YL-MP/10. The Chief Executive in Council approved the plan to establish a statutory land use planning framework guiding development and redevelopment across the Mai Po and Fairview Park area.

The planning scheme area covers approximately 1,148 hectares in the New Territories. It is bounded by the San Tin Highway, the San Tin Technopole, and the Ngau Tam Mei area (including the Ngau Tam Mei New Development Area) to the east, the Shenzhen River to the north, the Mai Po Nature Reserve to the west, and the Nam Sang Wai area to the south.

The approved OZP incorporates key statutory land use amendments previously shown on draft OZP No. S/YL-MP/9. First, a site at Kam Pok Road has been rezoned from "Residential (Group D)" to "Residential (Group C)1" to accommodate a private residential development incorporating commercial uses, a transport lay-by, a neighbourhood elderly centre, and open space. Second, a site at Wo Shang Wai originally zoned "Other Specified Uses" annotated "Comprehensive Development to include Wetland Restoration Area" has been upzoned to facilitate a private residential development featuring a 100-place residential care home for the elderly alongside a wetland restoration area.

In line with these changes, the Notes and Explanatory Statement of the OZP have been amended, and general information on land use zonings and planning circumstances has been updated. The approved plan (No. S/YL-MP/10) is currently available for public inspection during office hours at various locations, including the Secretariat of the Town Planning Board, Planning Enquiry Counters, the Fanling, Sheung Shui and Yuen Long East District Planning Office, the Yuen Long District Office, and the San Tin Rural Committee. Electronic copies are available on the Town Planning Board's website (www.tpb.gov.hk), and physical copies can be purchased at the Map Publications Centre in North Point.
