EU Initiates Safeguard Investigation into Certain New Hybrid Vehicle Imports

The European Union launched a safeguard investigation on imports of certain new hybrid vehicles and submitted a notification to the WTO.

What Changed

  • The European Union notified the WTO of a safeguard investigation regarding imports of certain new hybrid vehicles (WTO document G/SG/N/6/EU/4).
  • The European Commission requested completed questionnaires from producers, associations, importers, and dealers within 21 days of the Notice publication.
  • Interested parties have 21 days from the Notice's publication in the Official Journal of the European Union to provide written evidence or request a hearing.

The European Union has formally notified the World Trade Organization (WTO) regarding the initiation of a safeguard investigation concerning imports of certain new hybrid vehicles. The investigation aims to determine whether increased imports of these products are causing, or threatening to cause, serious injury to the domestic EU industry. Under WTO rules, a member state may impose temporary import restrictions through safeguard actions only if the investigation establishes that increased imports cause or threaten serious injury to domestic producers.

This investigation affects exporting producers, Union producers, importers, dealers, trade associations, and third-country representations connected to the hybrid vehicle sector. The Directorate-General for Trade and Economic Security (Directorate G, Unit G5) serves as the designated point of contact for the proceedings.

To collect necessary evidence, the European Commission is gathering questionnaire replies from producers, producer associations, importers, and dealers in the Union. These questionnaires are published on the website of the Directorate-General for Trade and Economic Security (https://tron.trade.ec.europa.eu/investigations/ongoing) on the day of publication of the Notice. Completed questionnaires must be delivered to the Commission within 21 days from the publication date of the Notice.

Furthermore, all interested parties—including exporting producers, importers, dealers, their associations, and third-country representations—may submit written views, factual information, and supporting evidence in a free format within 21 days of the publication of the Notice in the Official Journal of the European Union. Parties seeking a hearing with the Commission's investigation services must submit a written request within the same 21-day timeframe. Details of the notification are registered under WTO document reference G/SG/N/6/EU/4.
