Ahead of the official opening of Huanggang Port on October 12, 2026, the Financial Services and the Treasury Bureau (FSTB) entered into a market agreement with 45 insurers to expand the geographical scope of existing mandatory motor and employees' compensation insurance policies to cover the HKPA.
Under Hong Kong SAR law, insurance policies are private contracts and do not automatically extend their geographical coverage upon the enactment of new port area legislation. The Huanggang Port Hong Kong Port Area Ordinance (Cap. 659) came into operation on July 31, 2026. To ensure continuous compliance and eliminate legal ambiguity, the FSTB negotiated through the Insurance Authority (IA) and in collaboration with the Hong Kong Federation of Insurers to retroactively align insurance coverage with the ordinance's commencement date of July 31, 2026.
The market agreement applies specifically to mandatory policies required under section 4 of the Motor Vehicles Insurance (Third Party Risks) Ordinance (Cap. 272) and section 40 of the Employees' Compensation Ordinance (Cap. 282). This arrangement provides seamless protection to policyholders without incurring any additional premiums or requiring administrative procedures. The proactive framework mirrors the approach taken in 2007 for the Shenzhen Bay Port Hong Kong Port Area, ensuring cross-boundary drivers, businesses, and employees remain fully covered under Hong Kong SAR statutory requirements.
