Hong Kong Department of Health Lifts Suspension on Heal Fertility Limited Following Remedial Actions

The Department of Health (DH) of the Hong Kong Special Administrative Region (Hong Kong SAR) announced on October 5, 2026, that it has lifted an administrative directive suspending "Heal Fertility Limited" from accepting new patients for assisted reproductive technology procedures. The private centre is permitted to fully resume accepting new patients and provide all 17 treatment services covered by its licence starting October 6, 2026.

The suspension directive was originally imposed after a Serious Untoward Event occurred at the facility involving a mix-up in embryo biopsy specimens. Additionally, the centre failed to report the Serious Untoward Event to the DH within 24 hours of identification, as mandated by the Code of Practice for Day Procedure Centres (Code of Practice) under the Private Healthcare Facilities Ordinance (Cap. 633).

Following an investigation completed early last month, the DH confirmed that the centre implemented a comprehensive series of improvement and remedial measures to correct operational deficiencies, prevent the recurrence of similar incidents, and ensure future compliance with mandatory reporting obligations. The Council on Human Reproductive Technology (Council) subsequently verified that all required remedial measures had been properly executed and approved the full resumption of services.

In light of the Council's confirmation, the DH formally lifted its suspension directive. The DH reminded all licensed private healthcare facilities providing reproductive technology procedures that they must strictly comply with all statutory standards, licensing conditions, and Codes of Practice. The regulator emphasized that non-compliance will trigger regulatory enforcement based on the risk posed to patient safety.
