What Changed
- Pricing of approximately HK$20 billion in multi-currency digital green bonds and multi-year leadership in regional green bond issuance.
- Plan to launch the Green Technology Bridgehead Programme next year to link Chinese Mainland and international enterprises with Belt and Road demand.
- Initiation of a Green Hydrogen Standard Certification system and development of a 'ChaoJi' EV charging station compatible with national and European standards.
On October 26, 2026, the Chief Executive of the Hong Kong Special Administrative Region (HKSAR), Mr John Lee, addressed the Belt and Road Green Innovation Conference 2026. Organised jointly with the Ministry of Ecology and Environment of the People's Republic of China, this flagship event was held outside the Chinese Mainland for the first time, bringing together over 400 government representatives and professionals from 16 countries.
The address outlined Hong Kong's role as a cross-border platform and 'super connector' across four key pillars:
1. Green Finance and Innovation: Hong Kong has led Asia in arranging international green and sustainable bond issuances for eight consecutive years, representing approximately 40 per cent of the regional total. In September 2026, the HKSAR Government priced about HK$20 billion in multi-currency digital green bonds, issued in Hong Kong dollars, Renminbi, US dollars, and euros.
2. Green Technology Deployment: Coinciding with the opening of Eco Expo Asia, Hong Kong announced the upcoming launch of the Green Technology Bridgehead Programme next year. The initiative is designed to assist Chinese Mainland and overseas green technology enterprises in deploying solutions tailored to Belt and Road markets.
3. Credible Certification Standards: Hong Kong is developing a Green Hydrogen Standard Certification system, based on Chinese Mainland and international standards, to facilitate cross-border project bankability. Additionally, in collaboration with the National Energy Administration, Hong Kong plans to establish its first 'ChaoJi' electric vehicle charging-technology-demonstration station in the coming year, designed for compatibility with national and European charging standards.
4. Capacity Building and Policy Alignment: Hong Kong established the Belt and Road Sustainable Green Development Training Centre and launched its first Five-Year Plan, which aligns with the National 15th Five-Year Plan and sets a target to achieve carbon neutrality before 2050.
Who May Be Affected
Green technology developers, institutional investors, financial institutions, and policy stakeholders involved in cross-border infrastructure, energy, and green finance projects.
Cross-Border Context
Hong Kong acts as a financial and regulatory bridge between Mainland China, European, and Belt and Road jurisdictions, particularly regarding green bond structuring, hydrogen certification, and EV charging interoperability.
