Public institutions operating in mainland China, along with their sponsoring organizations, competent authorities, and industry regulators in sectors including medical, educational, and scientific research, are subject to a newly issued regulation governing their registration and management. Promulgated by a decree signed by Premier Li Qiang of the State Council of the People's Republic of China, the regulation establishes a legal framework aimed at strengthening the overall leadership of the Communist Party of China (CPC) over public institutions and reinforcing their primary mandate to serve the public interest.
Comprising six chapters and 34 articles, the regulation standardizes and streamlines registration and management procedures while safeguarding the legitimate rights and interests of public institutions. Under the new rules, public institutions are required to uphold CPC leadership, adhere strictly to Party lines, principles, and policies, and intensify internal efforts to enhance conduct, enforce discipline, and combat corruption. Furthermore, institutions are directed to prioritize social benefits, remain dedicated to serving the public interest, and continuously elevate the quality and efficiency of their public service delivery.
To ensure lawful operation and compliance, the regulation delineates supervisory responsibilities across multiple administrative levels. Competent authorities and sponsoring organizations are mandated to oversee and guide public institutions, ensuring that all activities align with applicable laws. Concurrently, industry regulators—specifically highlighting those supervising the medical, educational, and scientific research sectors—must strengthen regulatory oversight and conduct regular inspections regarding institutional conduct.
To modernize administrative workflows, the regulation calls for standardized and streamlined procedures. Registration authorities and public institutions are required to promptly disclose relevant information through the national public institution registration and management information platform in accordance with the law. The regulation takes effect on Dec. 1.
