Hong Kong Enacts Updated UN Sanctions Regulations for Democratic Republic of the Congo and Libya

Hong Kong gazetted and brought into force two regulations implementing updated UN Security Council sanctions regimes for the DRC and Libya.

What Changed

  • Hong Kong gazetted and brought into immediate operation two UN sanctions amendment regulations on November 6, 2026.
  • UNSC Resolution 2825 was given effect, renewing the arms embargo, travel ban, and financial sanctions for the Democratic Republic of the Congo.
  • UNSC Resolution 2819 was given effect, renewing Libya illicit petroleum export restrictions and updating travel ban and asset freeze scopes and exemptions.

On November 6, 2026, the Hong Kong Special Administrative Region (HKSAR) Government gazetted and brought into immediate operation two amendment regulations to update its domestic implementation of United Nations Security Council (UNSC) sanctions regimes.

The first measure, the United Nations Sanctions (Democratic Republic of the Congo) Regulation 2019 (Amendment) Regulation 2026, amends the existing 2019 regulation to give effect to sanction decisions contained in UNSC Resolution 2825. According to the official press release, the amendments renew three core sanction pillars concerning the Democratic Republic of the Congo: the arms embargo, travel bans, and financial sanctions.

The second measure, the United Nations Sanctions (Libya) Regulation 2019 (Amendment) Regulation 2026, amends the corresponding 2019 Libya regulation to incorporate UNSC Resolution 2819. This amendment renews regulatory measures designed to prevent illicit petroleum exports from Libya. Additionally, it updates existing exemption arrangements and adjusts the scope of listed individuals and entities subject to travel bans and asset freezes.

A Government spokesman stated that the HKSAR Government fully implements UNSC sanctions. The amendment regulations give effect to formal instructions issued by the Ministry of Foreign Affairs of the People's Republic of China, fulfilling the PRC's international obligations as a United Nations Member State.

Businesses, financial institutions, maritime logistics providers, and legal counsel engaging in cross-border trade or financial transactions touching Hong Kong should review their screening systems and compliance controls against the renewed arms embargoes, asset freezes, and updated Libya petroleum and target list exemptions.
