What Changed
- EMSD ordered Taizoom to install missing door frame components in 48 lifts across two estates at its own expense within one month.
- EMSD referred the matter to the Hong Kong Police Force to investigate potential criminal offences involving fraud and false statements.
- EMSD launched territory-wide inspections of Taizoom lifts within three days and mandated all registered contractors to inspect installed lifts within one month.
The Electrical and Mechanical Services Department (EMSD) of Hong Kong SAR has uncovered serious deficiencies in lift replacement works carried out by registered contractor Taizoom Elevator Company (HK) Limited (Taizoom) across two Tenants Purchase Scheme Estates. The non-compliance affects 9 lifts at Tsui Ping (North) Estate in Kwun Tong (completed between February and July 2026) and 39 lifts at Pok Hong Estate in Sha Tin (completed between May 2025 and July 2026).
Surprise inspections revealed that while Taizoom submitted fire-resisting rating certificates covering complete fire-resisting doorsets, only the doors were installed, omitting the required door frame components while claiming the works were complete. EMSD confirmed that while the lifts remain safe to operate, the missing door frames represent a clear breach of standards. EMSD instructed Taizoom to review the affected lifts and install the outstanding door frame components at its own cost. The remedial works will begin shortly and are anticipated to take up to a month, requiring temporary lift suspensions of one to two days per lift scheduled during non-peak hours.
As preliminary evidence indicates suspected serious negligence or misconduct, EMSD is taking enforcement action under the Lifts and Escalators Ordinance. Additionally, EMSD stated it does not rule out criminal offences involving fraud and the provision of false statements, and is referring the case to the Hong Kong Police Force for further investigation.
EMSD is executing a broader regulatory response, including completing inspections of all Taizoom-installed lifts across the territory within three days. It has also required all other registered lift contractors to inspect their installed lifts and submit reports within a month, backed by EMSD random checks. Finally, EMSD initiated a comprehensive review of lift installation, modernization, site supervision, and contractor registration systems under the Ordinance, expected to conclude within the year.
