Hong Kong Customs Steps Up Enforcement Against Cross-Boundary River Trade Smuggling to Macao

Hong Kong Customs and Macao Customs conducted joint enforcement operations against sea smuggling via river trade vessels, seizing tens of millions of Hong Kong dollars in controlled goods.

What Changed

  • Hong Kong Customs launched special anti-smuggling operations in late September 2026 targeting river trade vessels heading to Macao SAR.
  • Hong Kong Customs seized HK$77 million in pharmaceuticals and tobacco across three cases; Macao Customs seized MOP$2.7 million in goods across two cases.
  • Authorities emphasized penalties under the Import and Export Ordinance, including fines up to $2 million and seven years' imprisonment for unmanifested cargo.

Hong Kong Customs and Macao Customs have stepped up enforcement operations to combat cross-boundary sea smuggling activities targeting river trade vessels traveling from Hong Kong SAR to Macao SAR. The special operations, launched by Hong Kong Customs in late September 2026, were detailed in an official press release issued on October 14, 2026.

During the enforcement campaign, Hong Kong Customs detected three smuggling cases. Officers seized a large batch of illicit cargo with an estimated market value exceeding HK$77 million. The seized items included approximately 790,000 suspected controlled pharmaceutical products, roughly 150,000 suspected controlled injections, and about 142 kilograms of cigars and tobacco. Investigations into these cases remain ongoing, and authorities stated that the likelihood of future arrests has not been ruled out.

In addition to unilateral actions, Hong Kong Customs shared operational intelligence with Macao Customs and engaged in joint enforcement operations. Consequently, Macao Customs detected two smuggling cases in early October 2026 involving river trade vessels transporting illicit goods from Hong Kong SAR to Macao SAR. The seized commodities in Macao—comprising medicines, health supplements, and cosmetics—had an estimated market value of approximately MOP$2.7 million (equivalent to around HK$2.62 million).

Under the Import and Export Ordinance of Hong Kong SAR, importing or exporting unmanifested cargo is a serious offence carrying a maximum conviction penalty of a $2 million fine and seven years of imprisonment. Additionally, exporting pharmaceutical products and medicines without a valid export licence carries a maximum penalty of a $500,000 fine and two years of imprisonment. Hong Kong Customs reiterated that it will maintain intelligence-based enforcement strategies and proactive risk management to curb river trade vessel smuggling.
