Hong Kong Chief Executive Details Decarbonisation Targets and AI Governance at One Earth Summit

Chief Executive John Lee presented Hong Kong's green finance figures, AI task force initiatives, and key First Five-Year Plan environmental targets at the One Earth Summit.

What Changed

  • Establishment of an inter-departmental task force to develop an 'AI City Brain' system for extreme weather and risk forecasting.
  • Setting of environmental targets under Hong Kong's First Five-Year Plan, including a 32.5% carbon intensity reduction by 2030 against 2024 levels.
  • Implementation target of 1% to 3% sustainable aviation fuel consumption for all flights departing Hong Kong International Airport by 2030.

Businesses, green finance market participants, aviation operators, and environmental technology stakeholders in Hong Kong SAR, Mainland China, and international markets should note the climate policy and governance updates delivered by Hong Kong SAR Chief Executive John Lee at the One Earth Summit on October 28, 2026.

Delivering a video address at the summit's third edition under the theme "Collective Flourishing for the Intelligent Age," the Chief Executive highlighted Hong Kong's role in bridging green capital, innovation, and governance. Hong Kong currently accounts for 40 percent of Asia's international green and sustainable bond issuances, having issued approximately US$33 billion in government green bonds across 116 green projects. To connect technical standards, the city has established a Green Hydrogen Standard Certification Scheme that aligns Mainland Chinese and international norms.

To enhance public governance and city resilience, the Hong Kong SAR Government is forming an inter-departmental task force to build an "AI City Brain" system. This system is designed to provide early risk warnings, trend forecasting, and improved inter-departmental coordination during extreme weather events, major incidents, and public order situations.

In alignment with Mainland China's National 15th Five-Year Plan, Hong Kong announced its First Five-Year Plan in September 2026. Key targets outlined in the speech include:

- Reducing carbon intensity by 32.5 percent by 2030 compared to 2024 levels;

- Raising the share of zero-carbon energy in the fuel mix from 25 percent to 30 percent;

- Lowering average PM2.5 air concentrations from 15 to less than 14;

- Increasing surface water quality compliance from above 88 percent to above 90 percent;

- Achieving a sustainable aviation fuel (SAF) consumption rate of 1 percent to 3 percent for all departing flights from Hong Kong International Airport by 2030; and

- Upgrading community recycling systems to achieve zero landfill.

The announcement reflects Hong Kong's policy focus on leveraging green finance, AI governance, and cross-border standards alignment to drive regional decarbonisation.
