HKMA Introduces 'ART' Framework for Responsible AI Adoption in Banking

The Hong Kong Monetary Authority announced the 'ART' Framework alongside updated supervisory guidance and plans for agentic AI governance in the banking sector.

What Changed

  • Issuance of updated Supervisory Guidance for Responsible Adoption of Artificial Intelligence informed by GenAI Sandbox trials.
  • Launch of a joint AI training data sharing platform project with Cyberport and the University of Hong Kong focused on data quality assurance.
  • Initiation of GenA.I. Sandbox++ testing and drafting of a discussion paper proposing an agentic AI supervisory framework covering registries, accountability, and intervention mechanisms.

On October 15, 2026, the Hong Kong Monetary Authority (HKMA) announced the launch of the 'ART' Framework to support the responsible adoption of artificial intelligence (AI) across the banking sector in Hong Kong SAR. Positioned under the HKMA's Fintech 2030 strategy, the framework is structured around three core principles: Accountability, Resilience, and Trust.

The initiative is designed to assist banks in capitalizing on AI capabilities while maintaining robust governance and operational resilience. Key initiatives rolled out under the ART Framework include:

1. Supervisory Guidance: The HKMA published its latest Supervisory Guidance for Responsible Adoption of Artificial Intelligence, drawing on practical insights from technical trials conducted under the second cohort of the Generative AI (GenAI) Sandbox.

2. Data Sharing Platform: In partnership with Hong Kong Cyberport Management Company Limited (Cyberport) and the University of Hong Kong, the HKMA is developing an AI training data sharing platform with data quality assurance as a core design principle.

3. Agentic AI Oversight: The HKMA is initiating further testing of agentic AI applications through GenA.I. Sandbox++ and preparing a discussion paper on a proposed supervisory framework for agentic AI governance. This paper will explore intent-anchored accountability, a registry of material AI agents, and effective intervention mechanisms.

The announcement took place during the two-day Finance+A.I. Forum on October 15 and 16, 2026, co-hosted by the HKMA and Cyberport. The forum marked the completion of trials under the second cohort of the GenAI Sandbox, in which over 60 percent of explored use cases involved agentic AI applications capable of multi-step task planning and execution within set controls.

HKMA Deputy Chief Executive Mr Arthur Yuen noted that the evolution toward agentic AI marks a new phase of banking innovation. The ART Framework aims to provide financial institutions with a clear structure to combine innovation with human oversight and accountable operating models.
