Legal Update European Union Regulatory guidance

ESMA Completes Regulatory Framework for EU Transition to T+1 Settlement

ESMA announced that the regulatory framework for the EU's switch to T+1 settlement on 11 October 2027 is complete and urged market participants to begin end-to-end testing.

What Changed

  • ESMA published the RTS and Guidelines on standardised procedures and messaging protocols for T+1 settlement.
  • The first compliance deadline for investment firms and clients on allocation and confirmation rules is set for 7 December 2026.
  • Mandatory adoption of electronic, standardised communication channels, international messaging standards, and machine-readable communication methods applies as of 7 December 2026.

Market participants across the European Union, including investment firms and their clients operating within EU trading and settlement chains, must prepare for operational and regulatory changes ahead of the EU’s transition to a T+1 settlement cycle. The European Securities and Markets Authority (ESMA), the EU’s financial markets regulator and supervisor, has announced that the regulatory framework for the T+1 settlement transition is complete following the publication of Regulatory Technical Standards (RTS) and ESMA Guidelines on standardised procedures and messaging protocols.

The European Union is scheduled to officially switch to T+1 settlement on 11 October 2027. However, the regulatory compliance roadmap begins significantly earlier for market entities. Investment firms and their clients face their first deadline on 7 December 2026, when new requirements on allocations and confirmations become effective under the amended RTS on Settlement Discipline.

ESMA’s revised guidelines clarify the operational mechanisms required for market participants to satisfy these allocation and confirmation rules. Specifically, as of 7 December 2026, market participants must adhere to the mandatory use of:

1. Electronic, standardised communication channels and international messaging standards; and

2. Machine-readable communication methods, except in cases of temporary technical disruptions.

In light of these finalised rules, ESMA Chair Verena Ross and the supervisory authority call upon market participants to finalise their technical preparations without delay. Financial institutions and market entities are urged to assess readiness across their entire operational ecosystems and begin testing as soon as possible throughout the trading and settlement chain.

The completion of this regulatory framework establishes clear technical expectations for market entities. Entities engaged in trading and settlement in EU securities should carefully review their communication infrastructure, international messaging standards, and technical resilience to ensure compliance ahead of the December 2026 allocation and confirmation requirements and the ultimate October 2027 T+1 go-live date.

Who May Be Affected

Investment firms, their clients, and market participants across the EU trading and settlement chain.

Cross-Border Context

Cross-border financial institutions and investors trading or settling securities in the European Union must adapt their systems to meet EU messaging standards and settlement timelines.

What to check next

  • Monitor detailed technical specifications and testing frameworks published by ESMA and EU market infrastructures.
  • Verify firm-level readiness for electronic, standardised communication channels and machine-readable formats ahead of the 7 December 2026 deadline.
