What Changed
- Publication of Phase 1 technical package containing DPM, validation rules, and XBRL taxonomies for IFRS 18 and ESG disclosures.
- Inclusion of updated templates for AMLA 2027 risk assessments and Third Country Branch liquidity reporting corrections.
- Announcement of Phase 2 (release 4.4.1) planned for early 2027, with an optional hotfix targeted for January 2027.
The European Banking Authority (EBA) has published the final technical package for version 4.4 (Phase 1) of its reporting and Pillar 3 disclosure framework. This release provides the technical specifications needed to enable earlier IFRS 18-compliant reporting and to support Pillar 3 disclosure requirements, aiming to lower reporting costs and assist financial institutions with regulatory compliance across the European Union.
The Phase 1 technical package encompasses the Data Point Model (DPM), validation rules applicable to reporting requirements, and XBRL taxonomies. Key components of this update include:
1. Pillar 3 Disclosures: Updated disclosure requirements addressing ESG risks, equity, and shadow banking exposures as set out in the final draft amending Pillar 3 Implementing Technical Standards (ITS), alongside selected Fundamental Review of the Trading Book (FRTB)-related templates.
2. IFRS 18 Alignment: A new Financial Reporting (FINREP) module incorporating IFRS 18 requirements on income and expenses, meant to be utilized alongside the corresponding EBA Opinion. The package also addresses European Central Bank (ECB) data collection on FINREP datapoints for less significant institutions (LSIs), which the EBA will not collect directly.
3. AMLA Reporting: Revised eligibility templates and updated formats supporting the 2027 Anti-Money Laundering Authority (AMLA) risk assessment data collection exercise.
4. Technical Amendments: Corrections to taxonomy and DPM inconsistencies for Third Country Branches liquidity reporting (template E 09.02), as well as adjustments regarding Resolution Planning, Minimum Requirement for Own Funds and Eligible Liabilities (MREL) decisions, and Pillar 3 disclosure templates.
Additionally, the EBA has integrated targeted refinements to the DPM 2.0 glossary, an updated conversion file between DPM 1.0 and DPM 2.0 glossaries focusing on ESG disclosures, an updated list of known DPM issues, and revised guidance in FAQs originally published in November 2025.
A second phase (release 4.4.1), expected in early 2027, will incorporate the technical implementation of the supervisory reporting simplification package consulted between April and July 2026. The EBA indicated it may issue a targeted hotfix release in January 2027 to resolve critical implementation issues raised by early user feedback.
Who May Be Affected
Credit institutions, financial institutions, less significant institutions (LSIs), third-country branches, and banking supervisors within the European Union.
Cross-Border Context
Applies across all EU Member States and affects cross-border banking entities and third-country branches required to comply with EBA technical reporting standards.
