EBA Outlines Supervisory Reporting Simplification Package and Extends Implementation Timelines to 2027–2028

The European Banking Authority outlined finalisation plans and extended implementation timelines for its supervisory reporting simplification package under draft Implementing Technical Standards.

What Changed

  • The EBA refined its supervisory reporting simplification proposals and extended the first reference date for new requirements to December 2027, deferring selected reporting areas to December 2028.
  • The final report on the draft Implementing Technical Standards (ITS) will be published in December 2026, with the technical package scheduled for release in early 2027.
  • National competent authorities committed to reducing redundant national data requests, supported by upcoming EBA guidelines in late 2026 and a public data request repository in Q1 2027.

The European Banking Authority (EBA) has outlined the next steps for finalising proposals to simplify European Union supervisory reporting requirements for banking institutions, following feedback from public consultations, industry workshops, and the Reporting Contact Group of the Joint Bank Reporting Committee.

The package, which revises the draft Implementing Technical Standards (ITS) on supervisory reporting (amending Implementing Regulation (EU) 2024/3117) and integrates credit risk and IFRS 9 benchmarking reporting, aims to reduce reporting costs and enhance proportionality while maintaining effective supervisory oversight.

### Key Simplification Measures

The final package introduces several template and instruction refinements:

- Simplification of reporting templates, clarified instructions, reduced reporting frequencies, and closer alignment with disclosure requirements.

- Reductions in collateral, stress testing, and Environmental, Social, and Governance (ESG) reporting, as well as the removal of selected reporting thresholds.

- Streamlined granular operational risk loss reporting with clearer instructions.

- A dedicated stress-testing module with separate remittance timelines and frequencies.

- Integration of credit risk and IFRS 9 benchmarking into the supervisory framework, with streamlined requirements focused on consolidated-level reporting.

### Extended Implementation Schedules

To support reporting change management, the EBA has extended implementation timelines:

- **December 2026:** EBA will publish the final report on the draft ITS package and submit it to the European Commission for adoption.

- **Early 2027:** Publication of the accompanying technical package (data point model, taxonomies, and validation rules).

- **December 2027:** First reference date for the new general reporting requirements.

- **December 2028:** Deferred application date for selected reporting areas, including liquidity, asset encumbrance, supervisory benchmarking, and ESG reporting.

### Additional Supervisory Initiatives

Members of the EBA Board of Supervisors have committed to reducing redundant national data requests where equivalent data is gathered through the EBA framework. Additional measures include publishing guidelines on supervisory and resolution data requests by late 2026, launching an EU-wide public data request repository in Q1 2027, and presenting change management proposals in H1 2027.

During the transition period, institutions must continue following the EBA Opinion on IFRS-18, account for Fundamental Review of the Trading Book (FRTB) application considerations from 1 January 2027, report operational risk losses using unaffected data fields, and use the 2026 ITS for supervisory benchmarking reporting.

Who May Be Affected

Banking institutions, competent supervisory authorities, and cross-border financial entities operating within the European Union.

Cross-Border Context

Relevant to banks and financial institutions operating in or with the European Union that are subject to EBA supervisory reporting requirements.
