China Issues Guidelines to Integrate Sci-Tech and Industrial Innovations

China released guidelines issued by central authorities to accelerate the integration of scientific and technological innovation with industrial development.

What Changed

  • Established a comprehensive blueprint for an enterprise-led, multi-stakeholder collaborative innovation system.
  • Outlined measures to enhance industrial chain self-reliance through breakthroughs in key, original, and disruptive technologies.
  • Required coordinated resource allocation fostering synergy between science, industry, finance, talent, and innovation platforms.

The General Office of the Communist Party of China Central Committee and the General Office of the State Council have issued guidelines aimed at promoting the deep integration of scientific and technological (sci-tech) innovation with industrial innovation. According to an official with the Ministry of Science and Technology, the document serves as a comprehensive blueprint for advancing high-level sci-tech self-reliance, cultivating new quality productive forces, building a modern industrial system, and supporting national modernization goals.

The policy framework directly affects enterprises, higher education institutions, research bodies, and industrial sector participants in mainland China. It mandates the implementation of an innovation-driven development strategy focused on establishing an enterprise-led, multi-stakeholder collaborative system for integrated industry-academia-research innovation.

The guidelines outline concrete measures across six specific focus areas:

1. Seamlessly connecting the innovation chain with the industrial chain through an application-oriented approach to sci-tech innovation and clearly defined industrial innovation tasks.

2. Supporting the modern industrial system with high-quality sci-tech achievements, specifically by enhancing industrial chain self-reliance through breakthroughs in key technologies, building emerging and future industries via original and disruptive innovations, and upgrading traditional industries with advanced technology.

3. Strengthening the principal role of enterprises in innovation by enhancing corporate capabilities, accelerating tech enterprise growth, and improving synergy among diverse innovation actors.

4. Improving the efficiency of coordinated innovation resource allocation by fostering a virtuous cycle among science, industry, and finance, enhancing coordinated talent utilization, and building integrated innovation platforms.

5. Fostering a sound innovation ecosystem.

6. Expanding the broader space for deep sci-tech and industrial integration.

The official emphasized that translating sci-tech achievements into practical productive forces requires prompt application across industries and supply chains. For foreign enterprises, joint ventures, and international research organizations operating in or engaging with mainland China, this document highlights state priorities surrounding domestic technology commercialization, enterprise-driven R&D, and structural industry-academia collaborations.
