What Changed
- Zimbabwe launched a safeguard investigation regarding imported pasta products under WTO document G/SG/N/6/ZWE/4.
- Interested parties have 30 days from initiation to register, submit written comments, and request oral hearings.
- Failure to meet deadlines will result in determinations based on the best available information.
Exporters, importers, and international trade stakeholders dealing in pasta products face procedural deadlines following Zimbabwe's initiation of a safeguard investigation. The World Trade Organization (WTO) circulated Zimbabwe's notification under reference document G/SG/N/6/ZWE/4 on 22 October 2026.
Safeguard investigations are conducted to evaluate whether a product is being imported in such increased quantities that it causes or threatens to cause serious injury to a domestic industry. Under WTO rules, a member state may impose temporary import restrictions on the investigated product only if the inquiry confirms such injury or threat thereof.
Zimbabwe's notification establishes specific procedural requirements for interested parties seeking to participate in the proceedings. Parties must indicate their intent to participate in writing to the Investigating Authority within 30 days from the date of initiation. Written comments and requests for oral hearings must also be submitted within this 30-day period. Requests for oral hearings must state the reasons why written submissions alone would be inadequate. The investigating authority will not consider any request for an oral hearing submitted more than 60 days after the initiation notice date.
Parties submitting oral hearing requests must supply the Commission with a detailed agenda and a complete version of the information to be discussed, including a non-confidential summary if confidential information is involved. The notification notes that public hearings may be held at the request of interested parties or at the discretion of the Commission to allow parties to present evidence and defend their interests. In instances of non-response or late submissions, decisions will be formulated on the basis of the best available information.
All correspondence and inquiries regarding the proceeding must be directed to the Competition and Tariff Commission at 23 Broadlands Road, Emerald Hill, Zimbabwe.
Who May Be Affected
Pasta exporters, importers, trade associations, and domestic producers in Zimbabwe and trading partner jurisdictions.
Cross-Border Context
