State Council Approves Weifang as National Historical and Cultural City

The State Council approved Weifang City as a national historical and cultural city, issuing protection guidelines and prohibitions on construction and demolition.

Local authorities, urban developers, construction entities, and property owners in Weifang City, Shandong Province, mainland China, are affected by the State Council's official approval designating Weifang as a national historical and cultural city. The decision establishes strict regulatory requirements and legal prohibitions regarding urban development, heritage preservation, and construction activities within the municipality.

According to official releases published on the website of the Chinese government, China's State Council issued an official reply approving Weifang's designation. As reported by Sun Rui for the State Council of the PRC, the notice highlights Weifang's long history, rich culture, abundant cultural heritage, well-preserved traditional layout, and distinctive regional characteristics. The State Council urged the Shandong provincial authorities and the Weifang municipal government to strengthen the protection and utilization of cultural heritage, clarify the spatial layout and historical evolution of the old city of Weixian, and formulate and implement relevant protection plans and management rules.

In a complementary report by Zhao Binyu, the State Council's official reply, released on July 24, requires provincial and municipal authorities to systematically conduct investigations of cultural relics resources and research on historical materials, while defining the spatial layout and development path of the ancient city of Weixian. Local governments are instructed to formulate detailed protection plans, establish lists of protected objects, properly balance urban development with cultural heritage protection, restore historical and cultural neighborhoods, and shore up weak links in infrastructure and public service facilities.

Furthermore, as highlighted in Zhao Binyu's report, the State Council explicitly mandates specific prohibitions to safeguard the city's heritage:

- Altering any natural landscapes or environments associated with historical and cultural elements is strictly prohibited.

- Construction incompatible with local environments and architectural styles is banned.

- Damaging, unauthorized relocation, and demolition of immovable cultural relics and historic buildings are prohibited.

Entities operating or planning real estate and infrastructure projects in Weifang must comply with these protective mandates and local regulatory frameworks.
