Legal Update China Hong Kong SAR Rules in force

Hong Kong SAR Renews Free TV Licences for HKTVE, TVB, and i-CABLE HOY for 12 Years

The Chief Executive in Council approved 12-year renewals for the free TV licences of HKTVE, TVB, and i-CABLE HOY with updated regulatory conditions and financial investment commitments.

What Changed

  • 12-year free TV licence renewals approved for HKTVE, TVB, and i-CABLE HOY under section 11 of the Broadcasting Ordinance (Cap. 562).
  • Six-year investment commitments confirmed totaling $2,298 million (HKTVE), $6,230 million (TVB), and $950 million (i-CABLE HOY).
  • Regulatory updates introduced incorporating programming flexibility relaxations and mandatory enhancements for English, national education, subtitling, and simulcast content.

Domestic free television programme service (free TV) licence holders in Hong Kong SAR—specifically HK Television Entertainment Company Limited (HKTVE), TVB Limited (TVB), and i-CABLE HOY Limited (i-CABLE HOY)—are subject to updated regulatory conditions following the government's announcement on October 13, 2026. The Chief Executive (CE) in Council approved the renewal of their free TV licences for a 12-year period pursuant to section 11 of the Broadcasting Ordinance (Cap. 562).

The validity periods for the renewed licences are scheduled as follows:

- HKTVE: April 1, 2027, to March 31, 2039;

- TVB: December 1, 2027, to November 30, 2039; and

- i-CABLE HOY: May 31, 2028, to May 30, 2040.

As part of the accepted investment proposals for the first six years of the renewed terms, the three licensees have committed substantial capital: HKTVE will invest $2,298 million for 2027 to 2033; TVB will invest $6,230 million for 2028 to 2033; and i-CABLE HOY will invest $950 million for 2028 to 2034.

The CE in Council accepted the recommendations of the Communications Authority (CA), balancing relaxation measures with enhanced regulatory obligations. Relaxation measures grant licensees more flexibility to broadcast non-designated language programmes for integrated Chinese and English channels and reduce broadcast hours for positive programmes. Conversely, enhancement requirements mandate increased local production and broadcast of English programmes focused on telling good stories of Hong Kong and national education-related content, enhanced subtitling, and a cap on simulcast content.

To reduce compliance costs, the CA has streamlined complaint handling procedures and simplified administrative requirements. Additionally, following the Chief Executive's 2026 Policy Address, the CA has begun reviewing the Generic Codes of Practice for Television (CoPs) to relax advertising controls. Public consultation on proposed CoP amendments is planned before the end of 2026, targeting mid-2027 for implementation.
