Hong Kong SAR Announces Upcoming AI Agent Safety Guidelines and HK$1 Billion Subsidy Expansion at 2026 Wuzhen Summit

Hong Kong SAR officials announced forthcoming AI Agent safety guidelines for next year, an additional HK$1 billion funding for AI subsidies, and progress on computing infrastructure projects during the 2026 Wuzhen Summit.

What Changed

  • Planned publication next year of community-wide AI Agent safety-management guidelines jointly by the HKSAR Government and the Hong Kong AI R&D Institute.
  • Injection of an additional HK$1 billion into the Artificial Intelligence Subsidy Scheme to support frontier research and intelligent computing.
  • Commencement of construction on the Sandy Ridge Data Facility Cluster targeting 180,000 PFLOPS computing power after 2030.

The Secretary for Innovation, Technology and Industry of the Hong Kong Special Administrative Region (HKSAR), Professor Sun Dong, attended the 2026 World Internet Conference (WIC) Wuzhen Summit in Zhejiang, mainland China, on November 3–4, 2026. The summit highlighted key regulatory, strategic, and infrastructure developments concerning artificial intelligence (AI) and digital technology governance in Hong Kong SAR.

During the summit, Professor Sun announced that the HKSAR Government, together with the Hong Kong Artificial Intelligence Research and Development Institute, will jointly issue a set of AI Agent safety-management guidelines applicable to the entire community next year. The upcoming guidelines aim to enhance the governance framework for AI development and application, seeking to ensure that AI technologies are developed in a safe and manageable manner. The HKSAR Government also announced plans to host a large-scale international AI conference in Hong Kong to support the country's Global AI Governance Initiative.

To advance its "AI+" development strategy, the HKSAR Government has established the Committee on AI+ and Industry Development Strategy to coordinate the integration of AI across industry sectors. Furthermore, construction has begun on the Sandy Ridge Data Facility Cluster in the Northern Metropolis, which is projected to deliver computing power of 180,000 peta-floating point operations per second (PFLOPS) after 2030. The HKSAR Government will also inject an additional HK$1 billion into the Artificial Intelligence Subsidy Scheme to support frontier research and the intelligent computing industry.

Hong Kong SAR is currently developing a system composed of three major innovation and technology parks and five key research and development institutions, alongside promoting the "AI for All" Inclusive Programme under Hong Kong's First Five-Year Plan. These initiatives affect AI developers, tech enterprises, research institutions, and commercial sectors operating within or seeking connection to Hong Kong SAR's digital ecosystem.
