Cross-border passengers, commercial transport operators, and logistics businesses operating between Hong Kong SAR and Shenzhen, Mainland China, are affected by updated boundary clearance arrangements following an official joint notice issued on October 9, 2026. The notice was jointly released by the Security Bureau of the Government of the Hong Kong Special Administrative Region (HKSAR) and the Office of Port of Entry and Exit of the Shenzhen Municipal People's Government.

According to the notice, the new port building of Huanggang Port will officially open and commence operations at 6:30 am on October 12, 2026. Upon opening, the facility will provide round-the-clock, 24-hour clearance services for both passengers and passenger vehicles crossing between Shenzhen and Hong Kong SAR.

This operational launch follows the earlier legal commissioning of the Huanggang Port Hong Kong Port Area and Related Extended Areas, which took effect at 00:00 hours on July 31, 2026, pursuant to the 'Official Reply of the State Council concerning the Agreement on the Commissioning of the Huanggang Port Hong Kong Port Area and Related Extended Areas'. Under this arrangement, the designated Hong Kong Port Area and extended areas are subject to the jurisdiction of the HKSAR in accordance with the laws of the HKSAR.

Before agreeing on the official opening date, relevant Hong Kong and Shenzhen authorities completed acceptance inspections of the new port building, alongside comprehensive system tests, operational trials, and joint emergency drills. With the official opening of the new port building at 6:30 am on October 12, 2026, passenger clearance services at the temporary port building of Huanggang Port in Shenzhen and at the Lok Ma Chau Control Point in Hong Kong will be simultaneously suspended. Travelers and transport operators must adapt their cross-border routes and transit plans accordingly.
