Hong Kong Issues Land Resumption Notices for Loop Eastern Connection Road Project

The Hong Kong Lands Department issued statutory land resumption and acquisition notices to secure 5.7 hectares of private land and 113 square metres of government land for road works connecting the Loop to Kwu Tung North.

What Changed

  • LandsD issued land resumption notices under Section 14 of Chapter 370 for 112 private lots totaling ~5.7 hectares.
  • LandsD issued land acquisition notices under Section 4 of Chapter 130 for 113 square metres of government land occupied by seven graves and 12 urns.
  • Target land will revert to and vest in the Hong Kong Government on January 30, 2027, to support traffic demand for the Hong Kong-Shenzhen Innovation and Technology Park.

Property owners, occupiers, and parties responsible for affected graves in Hong Kong SAR face land reversion procedures following statutory notices posted by the Lands Department on October 29, 2026. The measures are part of the infrastructure framework supporting the Development of the Loop - Eastern Connection Road project.

Specifically, the Lands Department (LandsD) posted resumption notices in accordance with Section 14 of the Roads (Works, Use and Compensation) Ordinance (Chapter 370). These notices apply to 112 private lots comprising a total area of approximately 5.7 hectares. In parallel, LandsD issued acquisition notices under Section 4 of the Land Acquisition (Possessory Title) Ordinance (Chapter 130) to acquire approximately 113 square metres of government land that is currently occupied by seven graves and 12 urns.

According to the statutory framework, all affected private land and possessory rights over the government land will officially revert to and vest in the Hong Kong SAR Government upon the expiry of three months from the notice posting date, establishing the effective reversion date as January 30, 2027.

The underlying road works aim to construct a critical carriageway connecting the eastern section of the Loop directly to the Kwu Tung North New Development Area. This infrastructure link is intended to meet growing traffic demands driven by the ongoing, progressive development of the Hong Kong-Shenzhen Innovation and Technology Park, an important cross-border technology hub.

In its official announcement, the Government noted that it will liaise closely with affected land owners, occupiers, and individuals to manage compensation and rehousing matters associated with the land acquisition and resumption process.

Who May Be Affected

Private landowners, land occupants, and parties responsible for the seven graves and 12 urns in the designated area in Hong Kong SAR.

Cross-Border Context

The road works directly serve the Hong Kong-Shenzhen Innovation and Technology Park, strengthening transportation links between Hong Kong SAR and Shenzhen in mainland China.
