Prospective candidates, election agents, voters, and governance stakeholders in Hong Kong SAR face updated compliance requirements following the release of official electoral guidelines for rural elections. On October 22, 2026, the Electoral Affairs Commission (EAC) released the Guidelines on Election-related Activities in respect of the Rural Representative Election in accordance with the Electoral Affairs Commission Ordinance (Cap. 541).

The published Guidelines apply directly to the upcoming 2027 Rural Ordinary Election, scheduled to be held early next year, as well as all subsequent rural by-elections. The finalized guidelines incorporate feedback from a public consultation period conducted by the EAC from July 20 to August 18, for which the EAC expressed its gratitude to members of the public who submitted their views.

A spokesman for the EAC urged all individuals who intend to stand for election, alongside other electoral stakeholders, to carefully read and examine the Guidelines in conjunction with the relevant electoral legislation. The EAC emphasized that all prospective candidates and participants must strictly abide by all applicable legal provisions and regulatory guidelines throughout the electoral process.

To ensure broad public access, the Guidelines have been made available for digital download on the EAC official website (www.eac.hk). Members of the public and stakeholders may also view hard copies at the offices of the Registration and Electoral Office, Home Affairs Enquiry Centres located across all District Offices, and major as well as district public libraries.

This regulatory release establishes the operational and procedural framework governing conduct during the upcoming rural election cycle in the Hong Kong SAR, ensuring candidates and organizers are aware of their statutory obligations ahead of the 2027 poll.
