On October 22, 2026, the Chief Executive of the Hong Kong Special Administrative Region (Hong Kong SAR), Mr John Lee, received the final report of the Independent Committee established to investigate the fire at Wang Fuk Court in Tai Po. The committee was originally established on December 12, 2025, to review the causes of the fire, examine related issues, and submit recommendations to prevent similar incidents.
Chaired by Mr Justice David Lok, alongside committee members Mr Chan Kin-por and Dr Rex Auyeung, the Independent Committee conducted evidential hearings and evaluated materials submitted by witnesses, experts, and organisations. Compiled in accordance with its terms of reference, the report provides a comprehensive review and recommendations concerning both the Wang Fuk Court fire and broader large-scale building maintenance and renovation works.
Following the submission, Chief Executive John Lee stated that the Hong Kong SAR Government will undertake comprehensive reforms covering the supervision of building maintenance works, building management, and regulatory frameworks for fire service installations. These initiatives align with priority reform initiatives launched in the 2026 Policy Address published in September 2026. The Government will review the report's recommendations and shortly announce its plans for implementation and accountability.
Regarding the report's public disclosure, the Government confirmed its intention to publish the material. However, because several individuals implicated in the fire have been charged with criminal offences, the Government will seek legal advice to determine the appropriate method and timing of publication without prejudicing ongoing criminal court proceedings.
Property owners, building management companies, maintenance contractors, and fire safety regulation professionals operating in Hong Kong SAR are directly affected by these announced policy and administrative developments.
