Building maintenance contractors, property management firms, civil servants, and residents in Hong Kong SAR are directly affected by comprehensive reform measures and accountability actions announced following the fire at Wang Fuk Court in Tai Po.

On October 29, 2026, Non-official Members of the Executive Council (ExCo Non-official Members) of the Hong Kong Special Administrative Region (HKSAR) issued a statement expressing full support for the HKSAR Government's follow-up actions regarding the fire. The Chief Executive and Principal Officials presented the Independent Committee’s report and publicly apologized to Wang Fuk Court residents and the community. As part of political accountability, the Chief Executive accepted the resignation of the Secretary for Housing. Regarding criminal liability, law enforcement authorities have initiated prosecutions against companies and individuals involved in the incident. Furthermore, the Government initiated the Administrative Responsibility Two-tier Investigation Mechanism under the Heads of Department Accountability System to examine the administrative responsibility of civil servants.

Convenor of ExCo Non-official Members Mrs Regina Ip expressed support for the Government's stance and endorsed its seven major directions of systemic reform. These directions comprise:

1. Combatting bid-rigging in building maintenance and renovation projects;

2. Establishing a cross-departmental task force to combat crimes related to bid-rigging in such projects;

3. Establishing a Building Maintenance Support and Services Council;

4. Reforming the operational and regulatory system for building maintenance and renovation;

5. Reforming the structure of the Buildings Department;

6. Establishing a centralised data system and reforming the complaint mechanism; and

7. Establishing a steering committee chaired by the Chief Secretary for Administration to follow up on the Independent Committee's recommendations.
