European Union Launches Safeguard Investigation on Certain PET Resin Chemicals

The European Union launched a safeguard investigation into imports of certain PET resin chemicals and established participation deadlines for interested parties.

What Changed

  • The European Union formally notified the WTO (G/SG/N/6/EU/5) of a safeguard investigation into certain PET resin chemicals.
  • Interested parties must register within 15 days of initiation and submit questionnaires, evidence, or hearing requests within 21 days.
  • The investigation will assess whether increased imports cause or threaten serious injury to the EU domestic industry, potentially leading to temporary import restrictions.

The European Union has initiated a safeguard investigation into imports of certain polyethylene terephthalate (PET) resin chemicals, as formally notified to the World Trade Organization (WTO) in document G/SG/N/6/EU/5. A safeguard investigation under WTO rules seeks to determine whether increased imports of a product are causing, or threatening to cause, serious injury to a domestic industry. If the investigation confirms that increased imports cause or threaten such serious injury, the EU may temporarily restrict imports of the affected product.

The investigation directly affects international exporters, manufacturers, and domestic EU importers of PET resin chemicals. To participate, interested parties must follow strict procedural deadlines administered by the European Commission's Directorate-General for Trade and Economic Security (Directorate G, Unit G5):

- Notification of Interest: Parties must make themselves known to the Commission, preferably via email ([email protected]), no later than 15 days after the date of initiation.

- Questionnaires and Evidence: Completed questionnaires—available on the website of the Directorate-General for Trade and Economic Security—and written representations in free format must be submitted within 21 days from the date of initiation. Submissions filed after these deadlines may be disregarded.

- Application for Hearings: All interested parties wishing to be heard by the Commission must formally apply within 21 days of the date of initiation.

All written filings must be submitted in accordance with the specifications in the official Notice of Initiation. During the proceeding, importers, exporters, and other interested parties have the opportunity to present evidence, submit views, and respond to presentations made by other participating parties.

Who May Be Affected

Global exporters, foreign manufacturers, EU importers, and domestic EU producers of certain PET resin chemicals.

Cross-Border Context
