European Banking Authority Publishes Its 2027 Work Programme

The European Banking Authority adopted and published its 2027 Work Programme setting out core deliverables, regulatory focus areas, and medium-term supervisory strategy.

The European Banking Authority (EBA) has published its Work Programme for 2027, outlining its strategic priorities, key focus areas, and deliverables for the coming year. The publication marks an initial step towards a broader medium-term strategy designed to position the EBA as a next-generation regulator, advance supervisory capabilities, and deliver enhanced services to the supervisory and resolution community.

The 2027 Work Programme is structured around three primary drivers: improving efficiency, fostering resilience, and supporting transformation. These core principles underpin all EBA activities and establish the operational framework for its key deliverables. Under this programme, the EBA will focus on completing the implementation of the 2024 banking package, preparing for the new payment services framework, and supporting reforms in crisis management and deposit insurance. Additionally, the EBA intends to strengthen supervisory convergence and stress testing, advance integrated reporting and data sharing, and continue regulatory work under the Digital Operational Resilience Act (DORA), the Markets in Crypto-Assets Regulation (MiCA), and the European Market Infrastructure Regulation (EMIR).

Aligned closely with the European Commission's banking competitiveness agenda, the Work Programme aims to promote a more proportionate and efficient regulatory framework, improve supervisory consistency, and reinforce trust in digital finance. The EBA emphasizes regulatory simplification, focusing on reducing unnecessary reporting and compliance burdens while enhancing overall framework effectiveness. Stakeholders can monitor implementation progress using a dedicated dashboard hosted on the EBA website.

The EBA Board of Supervisors officially adopted the 2027 Work Programme on 29 September 2026, pursuant to Article 43 of the EBA Founding Regulation, following a proposal by the EBA Management Board. The programme was informed by recommendations from the EBA's Advisory Committee on Proportionality and input from the European Commission. The executive summary will be made available in all official EU languages.
